OBJECTIVE: City of Edmonds Lodging Tax Advisory Committee (LTAC) awards contracts for services to promote cultural/art events/programs that contribute to economic vitality through attracting audience from outside of Edmonds.  This objective is accomplished through funding provided to the Edmonds Arts Commission by the City of Edmonds Lodging Tax Fund per City Council Resolution 630. Generally, no more than $3,000 is awarded to any one organization. Eligible promotional expenses are reimbursable through the grant. Allocations are approved by LTAC and the City Council as part of the annual City budget approval process. 

ELIGIBILITY

  • Arts/cultural projects/programs/activities presented in 2027 that attract visitors to Edmonds.
  • Presented/produced by not-for-profit arts and culture organizations that present programs described in this application within Edmonds city limits and that do not qualify for, or have applied for funding through the general Edmonds LTAC promotion award for 2027 programs.
  • Has a marketing plan and budget that includes promotion(s) to attract visitors to Edmonds. Promotion plan includes advertising outside of Edmonds, or distribution of information on activities or events for the purpose of attracting visitors to Edmonds. 
  • Applications for promoting membership or other exclusive group will not be considered.

DEADLINE: Applications due Wednesday, June 3, 2026. 

PROCESS:  

  1. Applications are reviewed by the Edmonds Arts Commission. 
  2. The Arts/Culture grant awards are recommended to the Lodging Tax Advisory Committee for review and inclusion in the 2027 City of Edmonds budget. 
  3. Grants are approved by the City Council as part of the City budget approval process. 
  4. Applicants are notified by the end of January 2027. 
  5. Receipts for qualified promotion expenses are due December 15, 2027. 
  6. Award recipients are required to submit a Final Report by January 15, 2028.

REVIEW CRITERIA The following criteria are used to evaluate the applications:

[20%] Artistic Quality: professional/programming experience exhibited by the group/organization producing/presenting events/programs that can attract a variety of visitors to Edmonds, as well as events/programs that enhance the community’s standing as a center for the arts in south Snohomish County. 

[20%] Marketing Plan: Marketing plan should have a focus on increasing visibility and drawing visitors from outside the local area by showcasing the group/organization’s uniqueness, production/presentation experience, and its place among the arts/cultural offerings available in Edmonds that contribute to what makes a trip worthwhile to the community. Where applicable, highlight collaborations with other groups/organizations/businesses that further leverage the program/presentation as a visitor attraction. 

[20%] Management Experience/Acumen: Demonstration of the group/organization’s ability to complete and evaluate the program successfully—qualifications of event/programming/producing personnel, Board of Director resources, previously successful programming, demonstration of financial management through submitted budget, evaluation techniques.  

[20%] Financial Need: Financial need is reflected in the program/organization budget submitted demonstrating a reasonable ratio of expenses to costs and inclusion of all revenue sources (actual, pledged, or anticipated, such as application for grants not yet awarded). 

[20%] Attendance and Participation: Demonstration of measurable attendance by patrons and participation by artists/presenters. Includes the general public, but particularly those from out of town (approximately 10 to 100 miles, as well as farther away) and including those who may stay overnight in a hotel, vacation rental, or a host home (friends/family).

Allocations are approved by LTAC and City Council as part of the annual City budget approval process. Funded projects are required to include the following credit on all promotion materials: “Funded in part by City of Edmonds Lodging Tax Funds.” 

ELIGIBILITY:   Projects/programs/activities occurring in 2027 by organizations that include marketing and producing events/programs to attract visitors to Edmonds are eligible. Marketing can include advertising, publicizing, or distribution of information on activities or events for the purpose of attracting and welcoming visitors to Edmonds.  Proposals that are exclusively for an organization’s membership or other exclusive group will not be considered. Organizations may apply either to this program or to the Edmonds Arts Commission's Tourism Promotion Award Grant.

APPLICATION REVIEW PROCESS: Applications are reviewed and recommended by the Lodging Tax Advisory Committee for inclusion in the 2027 City budget. Awards are approved by City Council as part of the City budget approval process. Applicants will be notified after the City Council budget approval process is complete. Award recipients are required to submit reimbursement request for qualified expenses no later than Dec. 15, 2027 and a Final Report by January 15, 2028.

EVALUATION CRITERIA: LTAC will assess grant applications based on the following factors, which contribute to the enhancement of tourism and economic vitality in Edmonds:

  1. Visitor Impact and Public Engagement: Applications will be evaluated based on the ability to attract visitors, particularly those from out of town, as well as their impact on overnight stays. Additionally, community involvement in the planning, execution, and evaluation of the project will be considered. 
  2. Budget and Financial Sustainability: A strong application will demonstrate a reasonable balance between program expenditures and administrative costs. The inclusion of other funding sources, such as donations or sponsorships, will also be considered to showcase the financial sustainability of the project.
  3. Project Feasibility and Organizational Capacity: Proposals should demonstrate the applicant's ability to successfully execute and evaluate the project. This includes showcasing the expertise of board members, skilled personnel, previous successful initiatives, and a clear evaluation process to assess project outcomes.

General Information

The goal of the City of Edmonds Arts Commission (EAC) art exhibit program is to provide a forum where the public can develop an awareness, appreciation, and understanding of the visual arts through the exhibition of quality art works. An annual program of rotating exhibits features artwork by local (Edmonds and Snohomish County WA) and regionally-based (Puget Sound) emerging and professional artists.

Call to Artists: The EAC seeks visual artworks to display in its Edmonds Sno-Isle Library Art Wall exhibit space and its Frances Anderson Center Art Display Case 

Eligibility: Open to two- and three-dimensional artists residing in the Puget Sound region of WA State.

Exhibit Space Policy: 

  • An Agreement to Exhibit is required (provided by EAC). 
  • Artworks must remain on display for the duration of the exhibit. 
  • Artworks are exhibited at the risk of the artist.  
  • All work must be securely wired for hanging. Alternative hanging methods are not accepted.  
  • In the Edmonds Library, City staff is required to set the exhibit. The artist is required to set the exhibit in the Frances Anderson Center Display Case. 
  • Sales are handled directly by the artist. Commission or percentage is not charged on sale of artwork. A list of prices and artist contact information must be posted with the exhibit. 

Edmonds Sno-Isle Library Art Wall, 650 Main St.

Edmonds Library Art Wall 

The Library Art Exhibit Wall features quarterly rotating exhibits of solo and group shows. Located at the entrance of the library, this public space features a wire suspension system with fixed lighting for 5-8 two-dimensional framed artworks, depending on framed size. All work is required to be framed or mounted, and wired. Artists must deliver and pick up their work at a mutually agreed upon time. City staff is required to hang exhibits in the library. 

Frances Anderson Center Art Display Case , 700 Main St.

Display Case 

Located around the corner from the front desk in Edmonds busy community center is a built-in case with lockable sliding glass doors that provides a secured space for two- and three-dimensional work. The cases feature quarterly rotating exhibits of solo and group shows. Dimensions are 8’9” W x 5’3” H x 23” D, and is equipped with fixed lighting, ventilation and a power outlet. Pedestals are available. Artists are required to set their own exhibit.
