Request for Qualifications – Edmonds Downtown Flower Basket Pole Artwork

The City of Edmonds Arts Commission has funding available for an opportunity for two (2) artists to create small permanent sculptural pieces on top of new flower basket poles.  The new pieces will augment a permanent outdoor exhibit of 25 studio scale artworks by regional (Puget Sound) artists. The creation of this outdoor “gallery” of small sculptural pieces on top of flower basket poles in downtown Edmonds was initiated by the Arts Commission in 2010. 

Edmonds has a small scale, walkable, historic downtown geographically focused around a central fountain and roadway installation by Seattle artist Benson Shaw. Designated as the first “Creative District” by the State of Washington, the community has a well-respected Public Art Collection as well as vibrant visual, performing and literary arts engagement throughout the year.

Miguel Edwards Valance flower pole art Project Description

The artwork should provide a strong visual element at the top of the 10 – 12’ black pole. Large flower baskets are hung for approximately 4 months of the year. The artwork must fit within an approximately 24”H x 12”W x 24”L space.  Attachment is by bolting through the top of the cross piece, but the interior triangular space and part of the top side of the square pole are also potential areas to utilize.  See image to the right (Miguel Edwards "Valance").

A walking map of the Flower Basket Poles Artwork with information about each piece is updated annually. Poles are available for commemoration by members of the public and the plaque includes the artist’s name and name of the piece.  Art elements commissioned to date include work by Jean Whitesavage & Nick Lyle, Peter Reiquam, Steve Jensen, Rodman Miller & Anna Sher, Perry Howard, Lance Dooley and a variety of other artists. Materials utilized for the existing artworks include forged steel, bronze, aluminum, stainless steel, and glass.


A total of $2,700 per artist is available for the design, fabrication and delivery of two (2) unique elements. The funding total includes a design fee of $300 and $2,400 for fabrication of two (2) artwork pieces. 

Criteria for the artwork include the following

  • Preferably sculptural (3D) viewed from all sides
  • Size: Fit within approximately 24” height x 12” width facing the street and 24” length across top
  • Weight: Not to exceed 30 lbs
  • Materials: Weather resistant, minimal maintenance for 20 years in a seaside environment
  • Not vulnerable to vandalism. Attached by City after pole installed with bolts as shown on diagram
  • Family friendly imagery suitable for the public realm 


  • Submit qualifications (no design proposals) for review by Monday April 20, 2020
  • Notification to artists by May 13, 2020
  • Two finalists will provide three (3) designs for final approval of two (2) designs by Friday May 29, 2020
  • Fabricated and delivered (date tbd) 


Review of RFQ submitted is by the Edmonds Arts Commission. Up to two (2) artists will be selected to create two (2) unique art elements each. Following selection and signed contract, each artist will be requested to submit designs of three (3) proposed designs before approval for fabrication of two (2) designs, each.
